slp pipe setup for mountains on 700 mtn max ?????

I have a 2002 mtn max 700 with stage two porting and slp pipes. What is the set up I need for 6000 to 9000 feet elevation. I have 2.7 gram steel weights in both holes on the primary but with this setup it will only pull around 8500 rpm, I think this is to low of an rpm. any ideas are welcome. thanks.
