Who can rebuild KYB's adding the variable rate valving like on the 04 Viper S ? Heard good things about the Viper S skid, any thoughts ?

Have you checked what it would cost to just buy the shocks that the Viper S has? In the long run, that might be far cheaper that trying to get yours converted.
All that makes it variable is that the piston inside the shock has small holes drilled in it. When you go over small bumps, the oil can flow through the holes because there isnt that much force being applied to it. When you go over bigger bumps, there isnt enough room for all the oil to flow though, so it gives an effect of a firmer shock setting.
I had Fox PPS (Polaris Position Sensitive) shocks on my '99 700 XC SP and they were great. That thing rode smooth no matter what the trail conditions were. ;)!
