Why won't my spare clutch work with 15,6 mm rollers?

Bought a replacement clutch from ebay. Supposedly 1500 miles on it or something, yeah right. But, that's not the issue, the issue is, why won't it work with 15,6 mm rollers?
Yes it is the one with the tall cap, I tried the exact same rollers and weights on another clutch and that worked just fine. On the spare clutch, it will bind bigtime, not engaging before 6500 rpm or something. I cannot see that anything is bent either. The spare clutch also works with 15 mm rollers. What's wrong here?
 

It seems that one roller can't be turned by finger power with the 15,6 mm rollers on that clutch, 15 mm rollers can be turned and the resistance is even between them.
 
Bolts holding the cover or the pin that the roller rests upon? The rollers have good side clearance.

If you over tighten then cover bolts they will stretch and break. Would not cause a binding in the clutch. You said the 15 MM work fine? Is your engagement good with the 15's? With out the spring in there does the halves just drop together? Might be a bad bushing. Check to see if there is any side to side play in the movable side of the clutch. Might be binding there. What spring are you running?
 
Yes, with 15 mm rollers it works fine, I had a hauck #5 kit in there, but I don't think it matters what goes in there as long as there are 15,6 rollers in there, one of them rollers just won't budge by finger power then. The hauck kit worked just fine on the other clutch. I'll have to look into play again. But it's werid, once you put it together you can feel it, one of the rollers just wont spin. As long as I use 15 mm rollers, it works with everything it seems.
 
I had the same problem when I went to h/c on a viper and an srx.8dn-20's were fine.I changed both clutches over in the same day. My engagement was fine, never did figure out why,didnt hurt anything, ran and tuned both sleds with no issues. Two rollers I could turn but only had a couple thow clearance, the third was tight,not real tight,but tighter than the other two.
