So, I have this Phazer seat, and I need to replace the wood (really?). Question is, will application of heat with a heat gun help stretch the seat cover back so I can staple it to the new wood?

Yes it will. Done it many times.
For wood I use quality 1/4" underlayment. Seal it to make it waterproof and use stainless steel staples.
Will last much longer that the original if it gets wet.

What ops said. The new wood should be 28-5/16" long by 16-1/8" wide.

Mine was 28 7/16 but mine usually is alittle longer.
BTW I would use some Armor all, Mink oil, tire shine type of product to help soften up the old vinyl and make it stretch easier. Soak it down for a couple days

A thought. I did my last winter and used that per seal that comes in a can and is on tv. To spay on the wood . Work great
