Has anyone removed the outer covering on the pipes? Is there any down side except heat radiation to the compartment?
I was considering having my pipes jet hot coated.

coat them, then put the covers back on, the more heat you can keep in the pipes the better it will run. You can polish the covers, if you are worried about looks.

Are the bands that hold the shields on available seperate?

you can reuse them. you have to bend the tab back and use a pick to pull the little ball out that trigs the band. squeeze the bad a little and it will release the ball.
You can buy auto band clamps to replace them as well, they are a couple bucks and for how tight they need to be, you wouldn't even need the winder tool.

I'm guessing I could use a CV joint boot tool

yes, cv boot wind up clamps if you cant reuse the old ones. They don't need to be very tight though

Those adjustable clamps are just water pipe worm gear clamps available at any hardware store,it's just a matter of getting the correct diametre clamp.

This is what those part numbers are going to get you,if they were still a valid number.Just take a tape measure and find the circumference of the pipes in the 3 spots you'll be needing clamps on,go to a hardware store and get them. When you put them on you can usually orient the worm gear so it isn't stuck up in view,it just takes a little trial and error.
