Steering shaft mounts

OK,I'm gradually getting my '98 put back together one piece at a time so it seems, and I stuck the steering post in the other day. I'm not sure if I'm missing a piece or not. Does the upper bushing rest against the frame itself or does one if those flat plates with the 2 holes in it sit between the bushing and frame? I have looked all over my shed,in every box I have parts in,under dirty rags,you name and I can't find another plate. There's 2 on the lower mount that sandwich the bushing but I can't for the life of me remember if there's supposed to be one under the top bushing. I looked at the parts list online and it didn't show one but I'd like to check with someone just to make sure before I go bolting everything in only to find there is in fact supposed to be a plate there.

I have seen it both ways but usually non. Two are always used on the bottom because the collars could work into the aluminum and loosen up. The top is not needed as the mount is steel.

You can get these a little tighter by grinding the steel collars. Install a grease fitting into the long steel plate and coresponding holes in the plastic so you can pack it with low temp.

the tie rod under the engine is faced upside down so pack it full of grease and cut a rubber umbrella for it to keep the water and dirt from getting into it. This is the killer for these.
 
I saw your suggestion for those before and figured I'd do them while I was in the reassembly mode.
I'm still looking at making up to your place here shortly to pick up those radius rods and probably some other stuff. I'll give you a call as soon as I can swing enough free time to get there.
