Wow new one on me. He's igniting the propane in the cylinder by sounds of it to prime fuel pump. LOL!! What a tool, talk about hard on a cylinder and piston If indeed this is what hes doing.

I've done that on small 2 stoke engines that are hard to start. A lot cheaper than quick start. I've done it to pocket bikes, dirt bikes and some outboards. Other than looking extremely redneck, it works surprisingly well.....

You can run an engine off propane but if it backfires through airbox its gona suck...
