85 excel III won't start without gas poured under spark plugs

I recently got an 85 excel III for free. At first it started great, but would bog out when I gave it gas. I cleaned the carb, and that solved that problem. Now it won't start unless I pour some gas under the spark plugs. When I finally get it to fire up it runs great, but when I shut it down again it won't start back up. I've checked all the lines and they appear to be clear. I've checked the fuel filter and there is nothing clogged in it. The spark plugs appear to be wet after I try to pull start it and then check them, so I think it's getting enough gas. I can't figure out the problem. Any ideas? I don't want to go and spend $500 on a sled that I got for free.
 

Have you checked the line in the tank. That would be my first guess. Is the vacuum line working and is compression good.
 
Do you think it would still be low compression even though when I first got it it would fire up on the 4-5 pull? I can't figure why it doesn't start well ever since I cleaned the carburetor and solved the original bogging issue.
 
Possibly. But you could try cleaning the carbs again you could have something clogged up with debris. Also it would be a good idea to make sure your floats are still intact I've seen the pins fall out and cause this same problem.
