What does it mean when your oil pump sticks halfway open. The cable goes slack, but the arm doesn't return, just sticks halfway. I have spare pump, so I'm replacing it.

Mine did that and I think it was grime and oil and road junk built up and the spring could not over come the resistance.

Carb cleaner sprayed on the pivot shaft. Do this whenever your in the garage and pretty soon you'll have washed away any varnish and gunk.

I'm also concerned that when I took things apart, I noticed that the oil line going to the fuel pump had gas in it, not oil. Should I be replacing the fuel pump?

I had my pump replaced since the original was starting to ooze oil around the seal and minute bubbles. Its going through a lot more oil now and was thirsty before. A tank half of gas and the oil jug is way down. The mark for open trottle is right. But I am sure its really running rich. I'll like to lean it back somewhat.

was this gas between the fuel pump and the check valve?

It was past the check valve. I had an extra check valve, so I replaced the check valve.
