What is the biggest paddle I can fit on my 1997 XTC without changing drive wheels ?

I believe it's a 1.5" anything over that then you have to change drivers.
I think back in the day, (1998 or 1999) Yamaha came out with a kit that I bought and put on that had a 1.5" track, with new drive wheels for like 4 or 5 hundred bucks.
Makes me think that new drive wheels are required for a 1.5 " ?

1.5 will fit fine with the front stud protectors removed.
