Power valve help

Need some help adjusting my power valves! I just cleaned them and am trying to set them using the 2.5mm wrench and procedure in the TYtech section. The problem is there is hardly any thread on the adjuster- the adjuster nut and lock nut are so close together I can't get a wrench on only the lock nut. They weren't that way when I loosened them in the beginning with the servo set below the 900 rpm's. What am I doing wrong?!
 

I got it adjusted but the middle cylinder valve had significantly less thread in the servo housing. I also think using the one 2.5mm allen wrench is kind of iffy, the two bolt housing tends to "rock" on the spacer wrench. I m going to weld 2 wrenches together to make a U shape that will sit over the spring and make the 2 housings draw up equally...
 
I've run into this same issue when the cables are new and the adjuster is threaded all the way in to get the proper slack,and all I did was take an old wrench and grind the sides down to fit.
