The valve reed external surface was bubbling as detailed here: http://www.dootalk.com/content/showarticle.php?ID=122
Ma father sanded it all down. Left = good, right = bad " in attached pictures (or on imgur here)).
Can anything be done to "re-coat" it like it should be? Or is my only option to buy another 1?

I'd say buy a new one. There is a new one on Ebay for $15.00, comes with cage, reeds and stoppers. item number 121906422188

That's probably what we'll end doing. But I'm still curious to know if it's possible to fix it - as opposed to replacing it?

You could tape a piece of wet/dry sandpaper to a piece of glass. Use the lip of the cage as a guide to get a perfectly flat surface.

I did some research and there's very little information as to what this black ruber-like seal is made of. Barely anything at all available to repair or recoat it...
Bought a used one, 24$ shipped. Here hoping it'll be in good shape. Will likely replace this summer.
