What is the difference besides the bore? I have a Redhead 600 and want to make it a 700.

Like you said the 600 has 65mm bores, the 700 has 70.5 mm. Both use the same crankcase assemblies.
Heads are different.
The 600 has 31mm makuni flat slide carbs, the 700 has 33mm makuni flat slide carbs.
600 rated at approx 98hp and the 700 about 112hp.
Clutching and gearing is different. The 600 is geared lower.

So could I get bye just boring out the 600 cylinder to 700 and rejetting the carbs?

You can't just bore out your nikasil plated cylinders another 5.5mm.
You would need, three jugs, pistons, gaskets, head, regear, reclutch etc...and it still won't be as powerful because of the smaller carbs. Better off finding a complete 700.

I'll just rebuild it back to a 600 save myself a lot of trouble.

Probably a good idea. Those 600 triples are really nice. I ve log a few hundred miles on one and it inspired the purchase of my 700.
One way I've read to make them faster then a stock 700 would be triple pipes and all the associated / required mods. I have no personnel experience with that stuff though.
