Frozen TSS steering bushings

I bought an old 93 phazer ST for my daughter to move up from her 120. It's in pretty good shape but does have the sloppy steering problem. I plan on putting a shim, bushing and bolt kit in. The problem is I CANNOT seem to get the bolts out. I've put PB blaster on them, hit them with a hammer, hit them with a rivet gun, put a C clamp and socket on them, even lightly heated the joint with a torch and not a single one of them has budged. The bolts spin fairly freely but must be frozen to a inner sleeve? Is there something I am missing to get these out or does someone have a better way of removing these bolts?
 

if the bolts are rusted that tight to the collar the only way to get them out are to cut them off flush and drill the bolts till you can get the scissors apart and then press the collar out the rest of the way
 
That may be what I have to do. I took the entire linkage off and put it in the press. The center bolt came out but the others are unbelievably stuck.
