Snow Scoot Spitting Oil

My father in law said he ran the sno scoot about a month ago and the neighbors kid helping him hold the track off the ground got covered in black slobber out the exhaust?

Need some places to start...Oil Pump, Needle/Seat or is there something else to look at?
