91 phazer can't get anymore then 4500rpm

Hi, I have a 91 phazer just completely rebuilt but with boots in place between carbs and air box,rpm hits a wall at about 4500rpm,remove the boots and runs great,air box is clear but choking it out some how,any suggestions would be great!
 

When you are referring to boots, are you talking about the "boost bottle", induction device that slip into the intake boots of the carbs? If you pull those off, the intake charge is leaned out because a large portion of the air coming in doesn't have fuel in it. Does it start easily, and idle, or does it load up. When you say rebuilt, are you talking bout top end, or crankcase work. Did you mess with the electrics at all?
 
Boots that connect carbs to airbox and complete rebuild,new crank along with everything else inside,and stator was back to where it was before rebuild,starts fine, runs great up to 4-4500rpm and just hits wall and won't climb anymore,when I take out plugs they are wet,remove boots from carbs connecting airbox and it runs perfect at any rpm without hesitation and plugs are dry when checked after running like that! I bought this sled seized,it hadn't ran since 06,so I don't know if it was having this issue before I got it!

Problem solved,Pilot jet plugs in bottom of carbs were in the wrong hole,not the pilot jet hole where they should have been! Thanks
