Looking at the wiring diagram. The black/yellow wire and black/white wire going into the cdi are inputs. Are both of these wires supposed to be grounded out? The key switch is closed and kill switch is open. Have already replaced source coil, ignition coil, Cdi, plugs and plug caps. No tether installed on this sled.

All switches should be open or the sled will not run. In other words it has a normally open ignition. By pass the tors and report back.

Looks to me like you're reading the diagram wrong, the key switch is in the upper left on the diagram and in the ON/LIGHT position it's open and in OFF it's closed grounding the ignition system.
Unplug the key switch connector and see if it runs, you'll still be able to shut it off with the kill switch if it starts

Ok seems like everyone is in agreement that this wiring diagram is wrong. I will try to leave the key switch open and kill switch open which means the black/white wire going into the cdi should not be grounded out.

I'd agree with myself that you're reading the diagram wrong. Look at the ignition switch on the diagram again
In the ON/LIGHT position it's open and let's the system make spark and in OFF it's closed grounding the ignition system so no spark.
So..........like you're saying,the black/white should not be grounded

When you bypass the TORS you have to plug the 2 harness side wires into each other. Yellow/black to Black, yo need continuity there. The 2 carb side wires can just hang there since they're no longer in the circuit.

yes your black white wire is the kill wire you would ground that wire to kill spark

Hope you hung onto those coils and CDI box that are probably still good. At least you have some spare parts now
You can do resistance checks on the coils to see if they're good and you could test the CDI box by putting it back in the sled now that you figured out what kept it from getting spark.
If you have a manual, it should guide you through the resistance checks and give acceptable values

Found the issue boys. I had the key switch closed when it should have been open. To anyone reading that diagram like everyone said all switches must be open and tors bypassed so as long your ignition components test ok. Hope this helps someone in the future. Thanks Dudes!
And the black with yellow stripe wire must be grounded. It is normally grounded through the TORS carburetor throttle safety switch.
So if you unplug the two wires going to the carb, you have to plug them into each other. You are now counting on the thing grounding through the throttle switch, so you might want to try just grounding the black with yellow wire to a good known proven ground.
Now the other wire, the black with white tracer gets grounded to kill the engine.
