So what are the best methods for collar removal after the set screw has striped out?

Drill out the set screws.

I've been known to pounded a Torq Tip into a stripped Allen head.

Is it really necessary to even put a new collar and set screw back on the shaft. I am considering not even putting the Speedo side wheel back on the drive shaft? It doesn't look like it would even matter?

I've run one for years without the outer idlers with no issues.
