My 2003 Viper ER has an issue. The starter will not stop turning unless the battery is disconnected and when reconnected immediately starts turning again whether key is off or on and kill switch has no effect either. When I turn the key I can hear the click of the relay. I assume since I can hear the relay click that it's fine. Is it a problem with the starter itself?? I've been riding with it this way for a couple seasons, I just keep the starter cable disconnected. Any thoughts? Thanks.

Go over the wire harness. Could be a short somewhere.

my bet is that the starter solenoid has welded itself in the on position. unplug the small wires and connect your battery cable. if it starts turning over, the solenoid is scrap.
