I have a 2000 MTN Max, ported and polished engine with power inc end dump pipes and air box mod. I know these pipes run at 8500 rpms. I need an idea for jetting at 8-10k feet. I tried 138.3 PTO and 140's but won't pull the rpms, I tried nocking weight out of the primary but didn't change the rpms. Need some advice.

what do the plugs look like at rpm?

The plugs are dark brown.

a touch ritch but not too bad. reeds are in good shape? air box all stock?

I have the air box mod, holes in the mid plate. And the reeds are good.

primary spring might be too stiff for your clutching. i am by no means a clutching expert but it might be asking for a softer spring. are you using power inc clutching reccomendadions as a base without the porting?
