Trying to figure out how you can have a tunnel without a vin number on it. This makes no sense.

replacement one or aftermarket would be my guess. i think you are supposed to stamp the ser# into it from the old tunnel when you replace it.

The only problem is there is no paperwork to match why it is not oem.
Painted tunnel or bare? Bare is usually a good indication of replacing. X2 on the tunnel being a replacement, only way it would lack the vin.

Replacements do not come with a vin on them.
It should've been re-titled by the person that owned it at the time of replacement...but most don't bother. Check around, there will be a State employee that does retitle-ing that can take care of it for you. It isn't too expensive of a fee, or wasn't when I did one about 10 years ago.

Thank you for update. We are making changes and we will see what the outcome is...lol
