needle setting ??

so how do you count the notches on a needle for a 97 sx 700 triple putting pipes on and need to set it to 3rd 4th 4th do you count from the top down or from the bottom ( needle) end up any help is greatly appricaited

So 1 is at the top of the needle, farthest from the pointy end
