Can I put a fuel filter on a 1988 phazer or will it restrict flow too much? Or is there one in the tank already?

Usually one in the tank, it should not be a problem to add a filter in-line.

the one in the tank is usually enough if it is not rotted out. my 88 vk was rotted out and i made the mistake of starting it with the trashed filter. 3 carb cleanings later with the new filter i finally got all the crud out.

Yup, Replace the in tank filter if it's bad. Won't need more than that.
