Starts fine idles fine engages fine and I’m getting 7700 top RPMs but only about 65 miles an hour. I’m thinking stuck clutching. Anyone have any thoughts? No backfiring no sputtering just no top speed. No issues last season. Carbs cleaned last season. No ethanol fuel. Sea foam off season. Thanks.

That is seriously slow for a 700 SX/SXR.
Check the engine compression and if it is good...on top of the other good suggestions...check the jackshaft and drive shaft bearings.

a good clutch cleaning and new primary spring would not hurt it for sure.
