Phazer 2 Front Scissor Shock Arm Stuck Up

Hello,
This keeps happening. Once I kick it back down, the shock moves up and down like normal, until it extends to the max, and then the scissor thing locks straight up and down again.
Why does this happen, and what should I do to fix it?

looking like the tss shock is leaking from the rings on the chrome. might not be controling re bound any longer causing it to over extend.

Ah, thank you. I guess it's time to replace the front shocks after 30 years?
