It's been a long time since, I did this , but picked up a nice 98 Vmax Deluxe 700, starts right up runs fine, but it seems to be winding up a bit further than I recall @83-8500 rpm. Seems the SX700's that I have don't turn that highly and shift sooner. I am thinking maybe a fresh belt or maybe decreasing the spring tension of the secondary might bring that down. Or is this where it should be?

That is where you want it.
Alot of the earlier redheads would run around 9000, much higher than where peak powert was.
Specs say shift RPM is 8300 for your sled.
