Is there rear storage in the '06 Vector or just in the Apex models. One of the Yamaha dudes at the Minocqua Demo Ride said the "06 Vector would have the same seat as '05.

no rear seat storage on the 06 vector, the nytro is the only 3 banger with rear seat storage. the 06 vectors get a handlebar bag for storage

The '06 RS Vector is basically the same as the '05 was.
The sleds that get the new seat are the rider-foreward ones: Apex, Attack and Nytro.
