My primary clutch has a belt burn about 3/4 of the way up on the outside sheave. I seems to have lost some topend speed as well . Could this be the primary slipping or the seconday? The seconday sheaves are clean.

the primary is slipping. Time to get some maintenance going on those clutches. Take them apart, check all the rollers, pins, weights, and bushings, replace what is worn. make sure the rollers turn smoothly but make sure they aren't loose. Make sure the weights aren't grooved and gouged up, and that their bushings are good, make sure the pins aren't grooved, get a new primary spring. Clean the sheaves off both clutches good with a scotch brite pad and hot soapy water. Do this first then we'll go from there if its still acting up.
