Reverse limits the gear change. You are stuck with what you have. Sorry .
I'm pretty sure the top gear can be changed easily. Watch your chain length though.

Yamaha Parts shows that a '98 700 XTC with reverse has optional 18 to 23 tooth top gears with 21 tooth being standard. 68 and 70 link chains are also shown for that machine, while only a 39 tooth bottom is listed.

yea i'm pretty sure the bottom gear can't be swapped out, but i think the top gear has several options available
