Canadian trail pass purchase?

Can Canadian(Quebec) trail passes be picked up in the states(NY) locally? I would like to get passes before we leave but i don't think they would make it here before i leave if i do it by mail.

You are better of to get it after you get there,they are non refundable if something happens and you don't make it there your money is gone . most service stations close to a trail have them . In Manitoba the conservation officers would rather sell you a pass than give you a ticket I
don't know if that is true in Quebec .
