Clutching/gearing advise

I have a 01 MM700 with Bender pipes, I have played with the clutching and have it pretty good, I now want to change the gearing and was wondering how much going from 21/40 to 19/40 will change the clutching, specifically the max RPM. it is a bit high at the moment (9000) I was going to add .85 grams to outer holes in 8cr weights (currently 10.3 mm steel inner) but if the gearing is going to make a big difference maybe I will need more weight. All that grinding out rivets is a pain.
If anyone has any sugestions it would be a big help.
 

Run a 4.5 gram inner & a 2.4 gram outer rivet with the lower gearing. You should be 8600 rpm max.
