OK....I'm repairing a sadly neglected 87 Phazer for the neighbor ladies kids. All the bulbs were blown so I suspected a bad voltage regulator, which it was. A new one was $66.00 so I searched on eBay and found one at a reasonable price. Put it on and thought everthing was OK. Revved it up in the garage and thought the lights were a little dim but just thought it was because of the lights in the garage. Put the rear suspension back in and was burpin the track to get it aligned and when I pulled the brake, the lights got brighter like they were supposed to be. Didn't make anuy difference when the grip heaters were on (or off), only when I pulled the brake. My first thought was a bad regulator but I can't figure out what pulling the brake (I assume it's because of the brake light coming on, not the physical act of pulling the brake) does that the grip heaters wouldn't put and equal load on the system. I've got 90 & 91 Phazers and that regulator is the two wire type, not the single. Good ground using two star washers between frame and regulator.

Not that anybody cares, but found out the used regulator I got was bad. Got another used one and it works OK.
So I guess that they can go bad both ways, not regulate the voltage and blow bulbs, or over regulate and make the bulbs dim.

Just thought I would say that I do care.... I had the exact problem and thanks to your follow up post I know what to do to fix it.
