clutch engagement to high ?

This is my new set up :: torque limiter (2002 viper)
green secondary 60degree wrap heel clicker 3g heel 3grams tip
nothing in the middle , red primary 48/40 helix.
I like the set up but it seems like the clutch engages at or near 4800 to 5000, is that to high ?
 

Adding heel weight will bring down engagement & also slightly lower top end rpm,s.
 
add some to the heel and if it lowers top end then subtract some weight from the tips to get the r's back.
 
depends on what you are doing with it but 3,800-4,200 is a good range to shoot for for general riding.
