has anyone ever experianced there red head triple to stick after changing the water pump seal and mechanical seal?

well this one was a strange one by pulling hard enough the engine did break free, the engine was fogged prior to changing the water pump seal and mechanical seal.I guess no one has experianced this but me.

maybe something binding in the pull rope recoil, the it rewound correctly?
