When I tighten down the rear axle assembly to 54 ft-lbs per the spec, my rear axle doesn't like to move freely back and forth within the "tolerances" allowed by the track tensioners. It will move if I tap it, but it doesn't just slide. Is that right?
Not sure what you mean but if you are talking about the rear axle in your skid, it should not move when you tighten it up. The adjusters are there to get your track adjusted side to side and to get the proper track tention.
The axle will not move when tightened up.
Always recheck everything after tightening the axle.

So the "process" should be to install the skid, tension the track and then torque the rear axle?
This is how I do it;
Start the sled.
prop up the rear of the sled from the rear bumper.
let the track rotate a bit then set parking brake to check tension and side to side.
losen axle just enough to be abel to move axle with adjusters.
after making adjustments (baby steps)- let the track rotate to wear in to the adjustments.
Check side to side and tention - repete untill desired adjustment.
Tighten axle and check again after letting the track rotate again.

PS - if you tighten the right side adjuster the track moves to the left.

I've never used a torque wrench to tighten the axle.. And I've never let my axle float.
So it should be "loose" until the track tension is adjusted....
I'm just trying to do this right guys....

When loose yes it should move. so you can tighten the track
Yes,
then check every thing again after you tighten the axle.
sometimes when you tighten the axle things will move enough to mess up your adjustment.
This does not seem to happen on my 97 700SX as much as it did on my old phazer.

you can't properly adjust track tension UNTIL rear axle is loose... after tension on track is correct, THEN retighten axle so tension remains as set...

yes
jack up rear of sled
loosen axle nut
start sled and let track turn several times
set tension & alignment
start sled and let track turn several times
check tension & alignment
tighten axle nut
start sled and let track turn several times
check tension & alignment repeat adjustment if necessary
