Viper Stock Needle Settings?

what is the stock needle settings on a viper. I know it is in 3rd position but are both washers supposed to be on the bottom....or one on the top and one on the bottom....have some conflicting info....what is the stock setting???

both washers go under the clip for flat number postions (such as 3). So you want the clip in the third position with both washers under the clip.
