Ok; got the beast home. Question; should the headlamp be flush with the fairing? My headlamp is way recessed from the fairing but does not look like the sled had ever been damaged?!
I have several older Phazers and all of their headlights sit flush with the fairing (no gap).
I'll try to post pics in little bit.
Also, I need a low black windy to replace the stock one.

Your headlight should be flush.

Put it in the garage, facing the wall about 10 feet away. Fire it up, sit on it. The center of the high beam should be around 2 inches below the middle of the headlight. If it needs to be recessed to achieve that, then keep it that way. If the frame the supports the top of the steering column has been bent, then the headlight needs to be adjusted to compensate, which could cause it not to be flush.

Stuff happens.
You can either mount it flush and cause it to be out of alignment (provided that there is something messed up with the cowl to begin with) and risk bad lighting on the trail at night.
OR
You can align it right and deal with it not being flush in favor of safety

so the explanation I was givne by the previous owner was that the light burned out and he replaced it with an automotive light and not a light for the Exciter. I have an extra lamp from a '91 Phazer and might try to put that in there-shoudl work, no?

Also, I have ridden with a sled light out-of alignment due to a rollover at night-which I am convinced played a part in me then riding right into a stump and bending the frame out of true and totalling a sled with less then 2,500 miles on it-your point is far from lost on me-I would rather get it right than half-a** a repair.
