Leaner

3
4
5
Bottom
The lower the clip position the richer you fuel intake becomes. By lower I mean closest to the bottom.

Here's a way to explain why 3.5 is leaner than 4. Your needle sits in the main jet, it acts as a sort of valve. With the needle being tapered as it gets closer to the bottom.
As you open the throttle, the needle and slide raise, allowing more fuel (from main jet being controlled by needle) and allowing more air (controlled by slide).
Now, when you shim the needle closer to the bottom clips (I.E, from 3.5 - 4.0) you bring the needle up out of the main jet further (allowing more fuel) while keeping the slide in it's original seated position (allowing the same amount of air - effectively richening the fuel mixture)
Hopefully that helps you understand. Once you get the carbs opened up and see how they work it's easy to see how it all works in there.
