wrapped pipes do two things, they make the pipe inside temp more constant which make power and jetting are more consistant and they get rid of hot air in the engine compartment which makes jetting and power more consistant.
air pulled from outside will be one temp and that helps with the jetting but speed changes air preasure outside. so, if you pull air from outside, you should vent your carbs outside for the most accurate jetting. pulling air from inside, vent inside, weather in the box or out.
