I have read on this site that fuel screws should not be turned out more than 2 turns and was wondering why? Also is there a minimum they should be turned out?

Because
It's because after they get out beyond 2 turns the spring that keeps them from falling out begins to loose pressure and you rin the risk of them falling out when you are riding. I have mine at 2 1/4 right now and they havn't fallen out yet!

Run both my Vipers at 2 1/8th,no problems.5500 miles on one of them.
