1) Be sure high/low beam switch is switched to low beam before you start your sled..... If this helps, your "head light relay" (blue), is slow to pick up....
2) If this doesn't help, then your "load control relay" (white) could be slow to pick up, although, your gauge lites and tail light would too be slow coming on....

I have a 2001 Venture. The lights do not come on right away. It usually takes about 3-5 seconds before they come on. On real cold days -30 -40 I've waited 1 - 2 minutes for them to come on. I think it's in the programming of the computer to not turn the lights on until the engine is settled into a nice idle. I've had the sled since new, and it's always done this.

This happened to me for the first time too... it was about -20 C... never had it happen when it was warmer. I had nothing when it first started, no taillight, dash lights, headlight, all off... after about 1 minute they all came on instantly no hesitation. I first thought it was the famous wiring harness... but i remembered that when i tore the sled down the wiring harness had already been taped and wrapped with plastic wire covering all the way through and there was no wear.
When the lights came on with no hesitation after the sled warmed up for about a minute i didn't think much of it... i never had a problem while i was out riding.

your problem indicates the load control relay... weaner's isn't so cut and dry yet...
