Primary Problems, Seeking advise

After fighting with an engine problem finally got it ripping good and now I have no top end anymore. I will be at around 8500 RPM and only going 65 MPH. After inspecting the primary when I'm sitting at Idle i can see the outside sheave on the primary move in and out about a half inch to and inch. I can also move it about half an inch when shut off before it looks like the weights come in contact with the rollers. The sled has around 7000 miles and I don't think it has ever been rebuilt. Could the spring be shot ? No obviouse cracks on it and it also engages around 3000 to 3300 RPM. Also the secondary has about 1/2 inch to 3/4 inch of play side to side. How much play should the secondary have? I was wondering how hard it is to replace weights, rollers and spring on the primary? and If you need any special tools to do it. After taking the primary apart I pulled the spring and checked the weights, The spring I removed from primary was a G-P-G which has a total force of 122 KG. And the stock spring should be O-P-O which has a total force of 139 KG. The weights are the stock 8CR weights but there were rivits added to it. The inner ones are 11.3 MM and the outer ones are 10.3 MM. So wouldn't the riviots make more foce which would over come the Primary G-P-G spring sooner due to the less total force? Would that cause my enagment so low? New to the whole clutch thing so. Thank you again.
