Still over reving on topend

Hey guys i am still over reving on top, about 8800rpms. It's a 2000 SRX with longtraveld and longtracked to 136 with ripsaw, primary all rebuilt with www and 8dn20s with 4.5 and 5.0 in tip, green sec spring at 70deg with Advantedge 48/40 and geared at 23/39. I also have the MaxPer belt adj on and is set up right. Should i lower the sec twist to 60deg?
 
Sorry If Im overstating the obvious, but with the same setup except I have 4.5 gram in the tip, I was able to get the rpms down from 8700 to 8500 with new belt and good scuffing of the belt and good cleaning and scuffing of the clutches. The temp on my clutch faces came right down as well.
