Who sells a the electronic power valve testers? Maxx perf used to but they are not around any more.

I have a Maxx. Perf. PV tester but your better off just making one, itll save ya the $$ and it gets the job done. Heres a link how to make a homemade one.

Get the idle below 1000 RPMs using the choke and the servo motor will automatically open.

take the cover off the servo assembly, and once the servo opens due to the lowered idle, then mark the cable spool and hsouing with a paint pen or scratch marks to indicate the opened position
.
when you pull the powervalves, or adjust the cable lenghts, the servo will inevitable rotate. With the marks, you can just rotate it back by hand or with a pliers to the opened position without needing to restart your engine again and getting the idle down
and the next time you check adjustment. you jsut need to rotate to the open position
