My viper is over reving up to 9000 rpm. Any suggestion on how I can lower this to 8600 with an ez fix?

Turk is probably going to be your best source of information on this (and I have no doubt he will chime in before long), but Id say putting heavier weights in the drive clutch would be your best bet.
However, if it started doing this all of the sudden, Id suspect that worn components in the clutches are the cause.

Ditto. Assuming you made some type of changes to the sled that increased hp, then just add weight to the primary. If you haven't made any changes, then look for stuff that's wore out.
