Bought new shocks have question

I just got the two rear shocks for my 87 phazer. The guy I got these from on Ebay said that they were brand new. I thought I needed them becasue the old ones compressed completely and did not rebound at all. I had to push really hard to compress them, and then pull really hard to get them fully extended. So now I have been waiting for my new shocks for over a week with my sled apart and the new ones are exactly the same as the old ones. I have to push them and pull them really hard. Every shock I have seen is not like this. This isnt correct is it?
 

Your original shocks and from what it sounds like the shocks you just got are not pressurized. They are oil filled only. Gas pressurized shocks will rebound on their own.
 
So are you saying this is how they are supposed to be??

I will have to go see if they seem any different than the 20 year old ones I took off and see if I should just send them back or not.
