How exactly does gearing affect clutching?

I was just wondering if someone could please tell me how changing your gears affects clutching. Specifically, if you gear down one on the top (from 22/39 to 21/39), what does it change with the clutching? Will it make it engage lower? What about max rpm's? I'm asking because I took my 22 top gear out last night and put in a 21 since I have this 1.5" track. I wanted to do it when I put the track in but wasn't able to until now and I want to know what it's gonna do. Thanks.
 

taller gears(lower numericly) load the motor more, so typically youll run less clutch weight because of the load applied, steeper gears remove the load off the engine so it will rev easier now, youll need more clutch weight.
