91 Phazer II carb problemo?

Guys, My buddy has a 91 Phazer that would not idle but ran ok when moving. We cleaned the carbs and now idles like a champ. The problem is that it now will only go about 20mph and rev only up to 4000 RPM. What have we done and how do we fix it? It's my buddies first snowmobile so I don't want him to lose interest in the sport because of a simple carb repair. Please advise step by step as I am new to doing my own repairs? THANKS!
 

When you had the carbs apart did you remove the little black plugs in the bottom of the carb. one of them goes over the pilot jet and many people put them in wrong when they reassemble the carbs. I'm gueesing this is the problem.
 
Yes we did remove the black plugs. I am pretty sure we put them back in the proper spot but can't say for sure. Can you confirm the proper position for me? OR DO YOU MEAN THAT IT MAY NOT BE SEATED ALLTHE WAY?
 
I don't remember the exact location of them. Been a long time since I've had a set apart. If you search the site I know it's been on here before. I know that one of them goes over the pilot (which seems wrong when putting them back together). Without it the pilot gets too much fuel and will cause problems like you describe.
 
Funny, I've had so much problems with those plugs. Your symptoms sound exactly like the ones I had...revs to 4000, little power. The plugs need to cover the jets. Here is a simple way to remember it..."If you see brass, plug it!". I think the jets are the middle and right hand holes. Its a real easy fix.
