1999 Venture Rear hand warmers

Ok I hate to beat a dead horse but here goes another passenger grip warmer question. The grip warmers on my 2008 Venture have worked well in the past but now my passenger (wife) says they only work sometimes. By doing some testing I have learned that when the warmers shut off when the coolant fan turns on and they turn back on instantly when the fan turns off. I just put a new battery in the sled this fall. I have read that this problem might be caused by the Load Control Relay. Is this true?
 
I have them on mine but rarely have a passenger. There is a switch on the rear bracket and maybe corrosion set in. As I recall they get power with RPM over 3500 as I recall direct from the stator and not battery. I had trouble with one and they are wired in series so if one had gone open the other is also cold.
