Viper Fouling Plugs, Tors?

Viper idles fine, untill i hit 1/2 throttle then it loads up fouls plugs, it has bender pipes, 165 mains 55 pilots 13/4 turn on the fuel screws, could it be the TORS or power valves screwed up? or maybe a electrical problem? I did have a problem with the TORS but I thought i corrected that.

I'd say your jetting is not right,TORS usally limits rpm's to 3,000 off idle,it'll
sound like a rev limter on a car and not foul plugs
